El Paseo Now Has a 2 a.m. Rock Bar, With 53 Conditions Attached. Here's What Else Opened This Fall.

"We woke up this side of El Paseo." Patrick Masur said that in one of the videos he posted to mark the opening of Rock'N Avenue, his rock-themed lounge at 73-730 El Paseo, as The Desert Sun reported in its October 25 restaurant roundup.

Several businesses opened on El Paseo this fall, and Rock'N Avenue is the only one that needed a public hearing about what the street should be after dark. Palm Desert approved it in May with a list of conditions, and that list draws a line. Until 9 p.m., El Paseo belongs to its shops. After 9, the newest arrivals get some room to be louder. Every other opening this season is designed to fit the daytime street.

Fifty-Three Conditions for One Storefront

The bar took two Planning Commission meetings to approve. At the March 17 hearing, commissioners paused the project. Six weeks later, they approved it 4-0 with 53 conditions from the fire department, environmental health, planning and code enforcement, according to The Palm Desert Post. Before the vote, NBC Palm Springs framed it as "Rock n' Roll vs. Rodeo Drive." Neighboring restaurant owners worried about late-night noise and sidewalk messes, and Masur pledged a strict dress code and security staff in suits and ties.

The city's full conditions of approval are public. The ones that shape what a passerby will notice are mostly about timing:

When What the conditions set
Before opening Sound-deadening walls and curtains, tested by a licensed acoustic engineer
Until 9 p.m. No loud bass music, since 9 p.m. is when nearby stores close
2 a.m. Closing time
Any time A contract with a cleanup service that can respond within two hours, covering the premises and 100 feet from both entrances
6, 12 and 24 months after opening Status updates to the city, under Condition 33

The revised plan also dropped a proposed dance floor. It added an "upper scale casual" dress code, which Masur described at the hearing as no flip-flops, no backward hats, no ripped jeans and no logo T-shirts. City staff will decide where the smoking area in the parking lot goes, and the city's Architectural Review Commission still has to review a new sign.

Support for the bar was much louder than the opposition. Masur turned in an online petition with 107 signatures before the hearing, and a Change.org petition later passed 700 signatures, including verified signatures from all five city councilmembers. The commission also received a hand-signed petition against the bar with 72 signatures.

The 9 p.m. Line Shapes the Week

That 9 p.m. rule sets the bar's whole evening. During shopping hours it is a lounge. The Desert Sun describes walls covered in flat-screens showing football on weekends and music videos the rest of the time, a sleek interior and a VIP room. Each night has a music theme:

  • Monday: country
  • Tuesday: Latin music
  • Thursday and Friday: classic rock

The full weekly schedule is on Rock'N Avenue's Instagram page.

The bar serves drinks without food, and the commission noticed. Vice Chair John Greenwood asked staff to look at food-delivery options with the owners as part of the six-month check-in. On a street lined with kitchens, that check-in may be the first time the bar's role in the evening gets revisited.

The space itself used to be retail. Palm Desert planning staff listed the Democracy clothing store as the most recent tenant of 73-730 El Paseo, Suite C. A clothing store that closed with the street now hosts a business that stays open five hours after it.

J's Deli Came Back at a Third of the Size

Every other fall opening is going the opposite direction from the bar. They are smaller, quicker and built for daytime traffic.

J's Deli is the clearest example. The original closed in June 2025 in the historic One El Paseo building. About 16 months later, owners Jay and Vanessa Rubenstein reopened less than three-quarters of a mile west, at 73-655 El Paseo in the former Sweet Basil California Eatery space, according to The Desert Sun. The Coachella Valley Independent had reported a September 19 target. The deli's own site says only that it reopened in September.

The new J's has about a third as many seats as the original, and the menu is about 60% smaller. The long bar and the big dining room are gone. Rubenstein told the paper the goal is a more streamlined operation with faster service and everything still made to order.

A few things carried over: the vintage photographs on the walls, the black-and-white dining chairs and a dessert case, which is smaller now. The matzo ball soup and the Reubinski, which combines pastrami and corned beef, are both still on the menu. New dishes include chicken schnitzel and braised short rib. The menu still runs all day, from omelets and berry-topped French toast at breakfast to steak frites, chicken pot pie and baked salmon at dinner.

"The food really tastes the same as people remember," Rubenstein told The Desert Sun.

New Tenants in Spaces That Already Had a History

J's isn't the only recent arrival to move into a space another business had just left. Yozu came first, in late summer, and the rest followed this fall:

Business Location Opened Previous tenant
Yozu Asian Bistro The Shops on El Paseo Grand opening announced for Aug. 26 Shorebird
Napastäk El Paseo, near Venue Sushi and Kitchen 86 Sept. 4 Not reported
J's Deli 73-655 El Paseo September Sweet Basil California Eatery
FP Movement 73545 El Paseo, Space #1316 Oct. 1 Not reported
Rock'N Avenue 73-730 El Paseo This fall Democracy clothing store

Yozu's story shows how El Paseo tenants change over. According to KESQ, Shorebird closed May 12, 2026, after two years, and its management said it expected an Asian bistro concept to do better on the street. Yozu comes from the team behind Mole Mexican Kitchen and Wild Thyme Group. The Palm Springs Tribune reported a menu of shareable dishes built around sushi and sake, with wok-fired shaking beef, Kurobuta pork belly fried rice, Korean fried wings, sticky ribs and pork belly buns. Its Palm Desert dinner menu lists service from 4 to 10 p.m.

The two retail openings fit El Paseo's daytime role. NBC Palm Springs reported that Napastäk, owner Lulu Hartunian's Napa Valley-rooted shop, opened its second location on September 4. It sells wine, olive oil, balsamic products, coffee and specialty foods. On October 1, Free People's activewear label opened a 2,297-square-foot FP Movement store selling apparel, beauty and wellness products. Both close with the street, and both fall inside the hours the 9 p.m. rule protects.

The Dumpling House on Highway 111 Was Still Waiting in October

The most anticipated nearby opening is off El Paseo on Highway 111, and as of mid-October it was still waiting on inspections. One More Bite Dumpling House has had "coming soon" signs up at 73547 Highway 111 in the Jensen's shopping center for about a year. Its specialty is xiao long bao, handmade Shanghainese soup dumplings, and the company already runs five locations in Loma Linda, Wildomar, San Marcos, Chino and Yucaipa.

On October 9, KESQ reported that the owners blamed a paperwork problem for the delay. City records show Palm Desert's permit was created May 1, 2026, and issued August 18. When KESQ reported, the restaurant still needed another fire inspection and then a county health inspection, and its target was the end of October. Check before you drive over. The company's social media lead told KESQ she wished they hadn't put up signs and posted videos so early, because people kept asking for a date the company couldn't give.

When El Paseo's New Hours Come Up for Review

The Planning Commission didn't approve Rock'N Avenue and walk away. Condition 33 requires status updates at six, 12 and 24 months after opening, and the food question is already scheduled for the first one. With a fall opening, the six-month update would land next spring. By then the bar will have gone through a full season of El Paseo's busy months.

Commissioner John Collum said it plainly at the May hearing: "It's got to be more than the city and the code compliance taking care of the issues here. It starts with the business owner." The full conditions, Condition 33 included, are in the city's posted approval document, and that is the document the spring update will be measured against.
